Important Information
What “Legal” Means: A Legal status means sweepstakes casinos currently accept players in the state and no statewide prohibition blocks the sweepstakes casino model. Sweepstakes casinos use promotional gaming structures with a free method of entry rather than operating as conventional state-licensed online casinos.
Operator Restrictions: State law and casino availability are not always identical. Individual sweepstakes casinos can exclude a state, disable Sweeps Coin purchases or stop redemptions even when the state itself has not banned the format. A casino restriction is therefore not automatically a statewide legal ban.
Gold Coins vs Sweeps Coins: Gold Coins and similar social currencies are used for entertainment-only play and have no cash redemption value. Sweeps Coins and equivalent promotional currencies are used for prize-eligible play and can be redeemed after the operator's requirements are met. Recent state restrictions increasingly focus on this redeemable side of the model.
The $5,000 Rule: Florida does not impose a $5,000 player withdrawal, weekly redemption or winnings limit. Under Florida's game-promotion rules, the $5,000 threshold applies to the total announced value of all prizes offered in a qualifying promotion. When the total prize value exceeds $5,000, the operator must file the promotion rules and prize list with the state before launch and secure the prize pool through an approved financial guarantee such as a trust account or surety bond. Individual sweepstakes casinos can still impose their own $5,000 prize or redemption limits, but those are operator rules, not a statewide Florida cash-out cap. Compliance with Florida's promotion rules also does not legalize an activity that violates the state's separate gambling laws.

What Is a Sweepstakes Casino?
A sweepstakes casino is an online platform that offers casino-style games such as slots, blackjack, roulette, poker, crash games and, on some sites, live dealer games without using a conventional real-money casino balance. Instead, the platform separates gameplay into virtual currencies.
The entertainment currency is usually called Gold Coins (GC), although brands use other names. Gold Coins have no cash value and cannot be redeemed for prizes. The second currency is commonly called Sweeps Coins (SC), Sweepstakes Coins or a brand-specific equivalent such as Stake Cash. Sweeps Coins are used for Promotional Play, where eligible winnings can later be redeemed for cash or other prizes.
This distinction is what separates a sweepstakes casino from both a traditional online casino and a basic social casino. A real-money casino accepts deposits and wagers directly in dollars. A pure social casino offers virtual casino games but no redeemable prizes. A sweepstakes casino combines social casino gameplay with a promotional prize system.
The model also includes a no-purchase-necessary route. Players can obtain promotional entries without buying a Gold Coin package, commonly through daily rewards, promotions or an Alternative Method of Entry (AMOE). Some operators use postal AMOE requests, while others provide additional free-entry methods. Buying Gold Coins therefore is not required to participate in the sweepstakes side of the platform. Stake's own terms, for example, describe Gold Coin purchases as purchases of entertainment currency rather than deposits and state that its promotional Stake Cash cannot be purchased directly.
How Do Sweepstakes Casinos Work?
The typical player journey starts with an account, an eligibility check and two separate coin balances. Gold Coins are used in Standard Play and remain entertainment-only regardless of how many are won. Sweeps Coins are used in Promotional Play, and winnings generated from eligible Sweeps Coin games can become redeemable prizes.
Players normally obtain free Sweeps Coins from a welcome offer, daily login rewards, promotional campaigns or an AMOE. Many casinos also sell Gold Coin packages that include promotional Sweeps Coins as a free bonus. This is why terms such as purchase, playthrough and redemption are more accurate in the sweepstakes model than deposit, wagering balance and withdrawal.
Receiving Sweeps Coins does not necessarily mean they can immediately be redeemed. Operators normally require promotional coins to be played through in eligible games first. The exact requirement belongs to the operator, not to the sweepstakes model itself. Chumba currently states that allocated Sweeps Coins normally require one playthrough before prize redemption, while Stake applies a 3x playthrough to Stake Cash received alongside certain Gold Coin purchases.
A prize redemption also involves more than clicking a cash-out button. Casinos can require identity verification, proof of address, geolocation checks and verification of the payment account before releasing a prize. Some operators also request additional due-diligence information when required. Redemption minimums, processing times, gift-card options and bank or crypto payment methods differ by platform. That is why the Sweeps Rules and redemption terms matter just as much as the headline number of free SC offered at registration.
Where Can You Play Sweepstakes Casinos in the United States?
Based on the current SweepstakesList 2026 tracker above, sweepstakes casinos have Legal status in 24 U.S. jurisdictions: Alabama, Alaska, Arkansas, Colorado, District of Columbia, Georgia, Hawaii, Kansas, Massachusetts, Missouri, Nebraska, New Hampshire, New Mexico, North Carolina, North Dakota, Ohio, Oregon, Pennsylvania, Rhode Island, South Carolina, Texas, Vermont, Virginia and Wisconsin.
Arizona, Iowa, South Dakota and West Virginia are classified as Restricted, while Delaware, Florida, Illinois, Kentucky, Maryland, Michigan and Minnesota are under Active Enforcement. Fifteen states are currently classified as Banned, and Oklahoma has an enacted ban scheduled to take effect on November 1, 2026.
The state-level status does not mean every sweepstakes casino serves every state in the Legal group. Operators maintain their own excluded-state lists and can impose stricter restrictions than state law. Stake.us, for example, currently excludes Pennsylvania, Rhode Island and Vermont even though those jurisdictions appear in the Legal category of our state tracker. This is why SweepstakesList tracks state status and operator availability separately.
Location also matters during actual use. Sweepstakes operators can use IP addresses, GPS, Wi-Fi data and third-party geolocation providers to confirm where a player is accessing the platform. Account information, physical location and eligibility therefore need to match the casino's rules, particularly when entering Promotional Play or redeeming prizes.
How Do Prize Redemptions Work?
Only the prize-eligible currency can be redeemed. A large Gold Coin balance is still worth $0 in cash because Gold Coins are Standard Play currency. Sweeps Coins won through Promotional Play enter the prize side of the account, but they must satisfy the casino's playthrough, minimum-redemption and verification requirements before a redemption is approved.
This is an important difference from a conventional online casino. You are not withdrawing a cash balance that was deposited into an account. You are redeeming an eligible sweepstakes prize. Operators therefore use terms such as Prize Redemption, Redeemable SC and Promotional Play in their rules.

Are Sweepstakes Casino Games Fair? RTP, RNG and Odds Explained
Casino-style games are built around probability. Slots and many instant-win games use a Random Number Generator (RNG) to determine outcomes, while table games use their own mathematical rules and house edge. Previous results do not make the next spin more likely to win. Ten losing spins do not make a win “due”, and a recent jackpot does not make another jackpot impossible.
Return to Player (RTP) is also frequently misunderstood. A game with 96% RTP does not give a player a 96% chance of winning, nor does it promise that 100 SC played today will return 96 SC. There is also a second $5,000 rule that should not be confused with Florida's promotion-law threshold. Federal tax rules use a $5,000 threshold for withholding on certain sweepstakes, wagering-pool and lottery winnings. That is a federal tax-withholding rule. It is completely separate from Florida's $5,000 threshold for registering and securing the prize pool of certain promotions, and neither rule creates a universal $5,000 sweepstakes casino withdrawal limit.
